t <br />(3) Elevations or sections through the site which wil' best indicate the <br />relationship of the buildings with the various terrain features and site <br />elements. <br />(4) Grading and drainage plan at two foot contour interval or spot eleva <br />tions on a one hundred (100) foot grid if the two foot contours are over one <br />hundred (100) feet apart. <br />Site and drainage plans shall be submitted by the applicant in such detail <br />as required by the Gjuncil and those plans shall be reviewed by the City <br />Engineer before submission to the Planning Commission and Council for <br />approval. Nopro}ectshall be permitted that results in water runoff causing <br />flood/erosion, or deposits on adjacent properties. Such runoff may be re <br />quired to be properly channeled into a natural water course, ponding area, <br />stonn drain or other public facilities. Any change in grade affecting woter <br />runoff whether onto adjacent property or otherwise must be in compliance <br />with the Surface Water Management Plan and shall be consistent with other <br />applicable regulations or ordinances and subject to the approval of other <br />agencies having jurisdiction over the area affected by the drainage. <br />(5) Utility plan for all public utilities and Indication of private utility <br />service. <br />(6) Landscape plan showing species and sizes of all plant materials. <br />(7) Legal descriptions of proposed zoning district boundary changes <br />(8) Deed restrictions, covenants, agreements, by-laws of proposed <br />Homeowner's Association and other documents controlling the use of <br />property, type of construction or development or the activities of future <br />residents. <br />(9) The procedures for approving and recording of final plais shall be <br />following if the Finol Plon involves platting or division of land or the <br />plotting of public streets. <br />(10) Any other information which is necessary to fully represent the in <br />tentions of the Preliminary Plan. <br />(d) The Planning Commission shall review the Final Plan at its first regularly <br />scheduled meeting which occurs at least fourteen (14) days after filing of the <br />application for Final Plan approval. <br />(e) The Final Plan shall be in substantial compliance with the opproved Pre- <br />liminary Plan.
