nafure os to produce one or more of the following harmful effects on occu- <br />pancy of the proposed development or on immediate or neighboring areas: <br />(1) Adversely affects the benefits and desirability of occupancy; <br />(2) Diminishes the stab-^>:’^ -^'d taxable value; <br />(3) Prevents the most appropriate use of real estate and resources and the <br />most appropriate development; <br />(4) Produces degeneration of property; <br />(5) Produces adverse conditions on the public health, safety and welfai <br />3X.175 The Planning Commission and City Council may from time to time amend or <br />vary the application and review procedures and the amount and type of documents to be <br />presented* <br />3X.176 Final Plan Review. <br />(a) Before a Building Permit is issued for any structures within the proposed site. <br />Final Plans of one or more stages in accordance with Building Permit requirements <br />and requirements contained in this section, shall be submitted to the Planning Com' <br />mission for review and recommendation and to the City Council for approval. <br />(b) A Final Plan shall be submitted with an application for Finol Plan approvol <br />within ninety (90) days after City Council approval of t. a Preliminary Plan unless <br />a written request for an extension is submitted by the applicant. If an applica ­ <br />tion for finol approval or a request for an extension is not received with ninety <br />(90) days, the Preliminory Plan will be considered abandoned and a new applica ­ <br />tion for a Preliminary Plan must be submitted following the Preliminory Plon pro­ <br />cedure. There shall be maximum extensions of not more than one (1) year. <br />(c) The application for Final Plan (or for any stages of the Final Plon) approval <br />shall be occompanied by a legal description of the total property together with <br />copies of the following plans and data: <br />(1) Apian with locations of all structures including placement, size and <br />type with existing topography showing two foot contour intervals or spot <br />elevations on a one hundred (100) foot grid if such contours are over one <br />over one hundred (100) feet apart. <br />(2) Final architectural plans os required for building permit application. <br />Plans for detached single family dwellings may be submitted directly to <br />the Building Inspector for approval unless part of an MPR Project. <br />-13- <br />IT <br />j-tm-nr.n.t.
