3X.172 Application for an MPR Project shall be made by the owner of the property <br />except O” option holder may apply provided his application is accompanied by a <br />signed statement indicating no objections from the owner or owners of all properties <br />involved in the application. <br />3X.173 Application for a Preliminary Plan shall be filed with the designated Admin­ <br />istrative Official and shall be accompanied by six (6) copies of the following plans and <br />information: <br />(a) Location maps showing location within City and more specific location <br />on a half section plat map showing all surrounding property lines within three <br />hundred fifty (350) feet of the proposed plon. <br />(b) Resource Component Analysis (RCA). The purpose of the RCA is to deter ­ <br />mine specific design features of a Project that will minirnize the detrimental <br />effect of development on the natural and man-made environment. Opfwr- <br />tunities and constraints imposed by or on the site will be key considerations in <br />the City's Project review procedures. <br />(1) Natural Elements in the RCA shall include documentation and analysis <br />of existing conditions and relationships and a projection of the effect the <br />proposed development will have upon; Vegetation (forests and woodlands, wet <br />lands, and grasslands); Geology and Soils (bearing capacity, erodibility, <br />and permeability); Slopes and Topography (slope stability, landscope features, <br />and development potential); Hydrologic Systems (surface and groundwater, <br />vyetlands, flood plains, and obsortpion); Wildlife (natural habitat, variety, <br />and preservation-protection), <br />(2) Man-made Elements in the RCA include documentation and analysis of <br />fhe factors that affect development either providing opportunities or con­ <br />straints, including. Community Facilities (schools, parks and city services, <br />such as fire and police protection, etc.); Utilities (sanitary sewer, storm <br />sewer, water, electric trasmission lines, etc,); Circulation (vehicles and <br />pedestrian); Surrounding Development (character, transitioiVTjuffers, <br />orientation/access, scale/bulk, and building materials). <br />(c) If platting of public streets or division of land are proposect all information <br />required in the Subdivision Regulations for a Preliminary Plat. <br />(d) General development plan with existing topography at two foot contour <br />intervals indicating; <br />(1) The proposed site and existing development on adjocent properties, <br />(2) All types of uses proposed. <br />1 <br />■M <br />-10-
