Orono Fire Needs Assessment <br />60 | Page <br /> <br />7.2.1 Personnel <br />1. Firefighters for Navarre Station – The City of Orono will need to hire part-time or paid- <br />on-call (POC) firefighters. The firefighters need to be hired about 6 months prior to <br />responding to calls in this service area. These firefighters will be used on-call and for the <br />duty crews. <br />2. Orono Firefighters Relief Association – The Fire Chief will work with the newly hired <br />firefighters to form and file for a relief association with the State of Minnesota. <br />3. Firefighter Tech/Admin - The City of Orono and the Orono Fire Department should hire a <br />full-time Firefighter Tech/Admin. The Fire Chief should create a position profile and job <br />duties for this individual in 2023. This new position will need to respond to calls for <br />emergency service during the day. This position should be in place before hiring of any <br />firefighters. The posting should occur at the end of the year and the start date should <br />be January of 2024. <br />4. Fire Inspector - The City of Orono and the Orono Fire Department should hire a full-time <br />fire inspector. The Fire Chief should create a position profile and job duties for this <br />individual in 2023. This new position will need to respond to calls for emergency service <br />during the day. This is a position, once established, could be used by our surrounding <br />cities for fire inspections on a contract basis. This position could be in place before the <br />hiring of firefighters. The posting should occur at the end of the year and the start date <br />should be January of 2024. <br />7.2.2 Facility <br />1. Imminent Maintenance – The cities will need to proceed with all the imminent <br />maintenance that is needed on Station 1. This should include a new roof, exhaust <br />removal system, improved technology, updated gear & equipment washing facilities, <br />etc. <br />2. The City of Orono will need to remodel fire station 1. This could require a shared use <br />agreement with the City of Long Lake for Station 1. The scope of work will be derived <br />from the facilities study performed from the 2023 Recommendations. <br />7.2.3 Apparatus & Equipment <br />1. New Command Truck - The City of Orono should purchase a new or used command <br />truck. This command truck will be used by the Fire Chief. The existing command truck <br />can be used by the Duty Officer to respond to calls. This Duty Officer program will be <br />similar to the one that was set up for LLFD. <br />2. Personal Protective Equipment - The City of Orono will need to outfit each firefighter <br />with PPE. Staff recommends purchasing the PPE and adding it to the Capital Budget <br />plan and replacing it every five years. This will give a firefighter a front set of PPE and a
