Orono Fire Needs Assessment <br />59 | Page <br /> <br />7.1.4 Miscellaneous <br />1. Response Standards - The City of Orono should establish a response performance <br />matrix. Currently, the City of Orono falls under the rural response performance from <br />NFPA 1720.17 Staff recommends at a minimum adopting the response performance <br />guideline for a Suburban demand zone. Staff recommends implementing duty crews for <br />peak times or during low turnout times and then adopting NFPA 1710 for staffed <br />stations.18 <br />2. Quality improvement for Fire and Emergency Services – The City of Orono should send <br />the Fire Chief to a workshop by the Center for Public Safety Excellence. The Quality <br />Improvement for the Fire and Emergency Services workshop is offered 20 times a year <br />and is held throughout North America. <br />3. Mutual Aid Agreement - The City of Orono, the Orono Fire Department and Fire Chief <br />should implement the Hennepin County Fire Chief’s Association Mutual Aid Agreement. <br />This was completed in January of 2023. <br />4. Joint & Cooperative Purchasing Agreement - The City of Orono, the Orono Fire <br />Department and Fire Chief should implement the Hennepin County Fire Chief’s Joint & <br />Cooperative Agreement for Public Safety Purchasing. This was completed in January of <br />2023. <br />5. Navarre Fire Station’s Response Area – The City of Orono should explore the option of <br />moving the Navarre Fire Station’s Response Area out of the current contract. Section 21 <br />of the contract allows for the subtraction of area serviced by the Long Lake Fire <br />Department. Orono needs to give notice prior to July of 2023 for the 2024 budgeting. <br />6. Orono should start to engage Minnetonka Beach in conversation for the Orono Fire <br />Department to cover the City of Minnetonka Beach, which had been covered by the <br />Long Lake Fire Department <br />7.2 Recommendations for 2024 <br />The recommendations below should be started in 2024 due to need or the item has a longer <br />lead time. Staff is assuming that the City of Orono has given notice to Long Lake and Medina <br />about moving Station 2 call area from the contract.
