In <br />this case, the neighboring home at 2697 is situated behind the subject property and results in an <br />average lakeshore setback line which significantly impacts the buildable area, see Exhibit C. <br />The owners would like to construct minor additions to the home. Due to the average Lakeshore <br />setback line, variances are required in order to expand the volume and/or footprint of the home in <br />any manner. The applicant is proposing to expand the deck on the lake side with a squared off <br />configuration to replace the existing circular deck and add new stair cases; raise the roof over the <br />northeastern portion of the home (owners' bedroom) to increase the symmetry of the roofline; <br />and construct a new entry with a covered/roofed porch. They plan to remove a circular portion of <br />deck extending off the southeast corner of the home. An average lakeshore setback variance is <br />required. <br />Practical Difficulties Analysis Applicant Submittal Information: The applicant has identified the <br />extreme setback of the adjacent home at 2697 Ethel Avenue as the primary practical difficulty <br />supporting the requested variance. Additionally, they have provided supporting documentation <br />regarding Practical Difficulties attached as Exhibit B, and should be asked for additional testimony <br />regarding the application. <br />Planning Staff Practical Difficulty Analysis: Regarding practical difficulty, Staff agrees that the <br />location of the existing home at 2697 Ethel Avenue creates an unreasonably severe setback <br />contributing significantly to the practical difficulty on this property. <br />
