FILE # LA22-000058 <br />17 April 2023 <br />Page 3 of 3 <br /> <br /> <br />Analysis <br />The existing configuration is awkward with the L-shaped lot wrapping around the 2305 Bayview <br />property. There are existing nonconformities in the existing conditions for both properties as <br />outlined in the above table. While the proposed configuration includes the need for variances on <br />each lot: lot width for the proposed Westerly Lot, and lot width and front yard setback for the <br />proposed Easterly Lot, the orientation may make sense with regard to establishment of increased <br />buildable width for the Western Lot (60-feet increasing to 74-feet) and a more standard lot shape <br />for both lots. <br /> <br />Public Comments <br />This application does not require a public hearing. To date, no public comments have been received. <br /> <br />Issues for Consideration <br />1. Does the Planning Commission find that the reorientation of the properties will not <br />alter the essential character of the neighborhood? <br />2. Does the Commission find it necessary to impose conditions in order to mitigate the <br />impacts created by the granting of the requested change? <br />3. Are there any other issues or concerns with this application? <br /> <br />Planning Staff Recommendation <br />While no formal action is required, this memo will serve as a foundation for the Planning <br />Commission’s discussion with the applicant to bring to light potential issues for discussion and issues <br />to be addressed prior to submission of a formal application. The proposal could be accomplished in <br />one of two ways, both require submittal of a practical difficulty analysis: <br />1. Variance application + Subdivision Exception (administrative boundary line adjustment); or <br />2. Preliminary Plat including the identified variances + Final Plat. <br /> <br />The planning commission should discuss the two options and provide the applicant with direction <br />regarding their next steps. <br /> <br />List of Exhibits <br />Exhibit A.
