This applicant is requesting informal feedback regarding a lot line rearrangement. <br /> <br />2. MN§15.99 Application Deadline. The 60-day deadline is not applicable for a sketch plan <br />application. <br /> <br />3. Background/ Summary. The applicant would like to rearrange the lot lines of the properties in order <br />to create two, more uniformly shaped lots. As the lots exist today, they are substandard with regard to <br />area for the LR-1C zoning district. Currently the L-shape of the unaddressed property is not very <br />functional. Normally the purpose of a sketch plan application is to receive feedback on a potential <br />subdivision resulting in a preliminary and final plat applications. In this case, a boundary line adjustment <br />(or lot line rearrangement) can be accomplished administratively as long as there are no new <br />nonconformities created. <br /> <br />The boundary line change will result <br />in 2305 Bayview Place (the Green <br />Lot/Easterly Parcel) gaining land and <br />the unaddressed property (the Red <br />Lot/Westerly Parcel) losing land, <br />therefore a new, different <br />nonconforming lot will be created <br />Due to the new nonconformity the <br />boundary line adjustment does not <br />qualify for administrative approval <br />without prior approval of a variance <br />addressing the change/new <br />nonconforming lot. <br /> <br />4. Analysis. Staff finds the existing <br />configuration to be awkward with the <br />L-shaped lot wrapping around the <br />2305 Bayview property. There are <br />nonconformities in the existing <br />conditions for both properties. While <br />the proposed configuration includes <br />the need for variances on each lot: lot width for the proposed Westerly Lot (Red), and lot width and front <br />yard setback for the proposed Easterly Lot (Green), the orientation may make sense with regard to <br />establishment of increased buildable width for the Western Lot (60-feet increasing to 74-feet) and a more <br />standard lot shape for both lots. <br /> <br />5. Planning Commission Vote and Comment. On April 17th the Planning Commission reviewed the <br />application. No public hearing is required for a sketch plan. The Commissioners reviewed the request and <br />provided general support for creating more usable lots. They discussed the potential challenges with <br />topography/grading on the lots, particularly with the new configuration of the Western Lot.
