City Inspector <br />Lyle Oman subsquently visited the property and attempted to help the <br />occupant locate the septic tank, but to no avail. Iie noted that there was <br />a backup of sewage into the basement, which obviously must be rectified. <br />He advised the occupant to contact a septic tank pumping f irm to locate and <br />pump the septic tanks. <br />The City of Orono has long contended that this property is served by <br />municipal sewer and must connect to that sewer. Connection of the sewer <br />was held in abeyance during a number of property redevelopment proposals <br />during the late 1970's and early 1980'x, none of which came to fruition. <br />The sewer remains unconnected and is the responsibilty of the property <br />owner. <br />Connection to the municipal sewer will undoubtedly be relatively <br />expensive for this residence due to the extreme distance to the municipal <br />sewer line and the low, wet ground involved. This situation is exacerbated <br />by the fact that Mr. William Franklin owns the property between the parcel <br />on which the house sits and the municipal sewer stub. However at the time <br />municipal sewer was installed, the parcel you own and the parcels Franklin <br />owns were considered as a single developed property owned by Fred and <br />Gladys Olson, hence the city considers the property as being served by <br />municipal sewer, which must be connected per requirements of the Municipal <br />Code. <br />I would point out that your property apparently contains two septic <br />systems, the first being in the front yard to the east of the garage and <br />generally out from the midpoint of the house about 10 to 20 feet as I <br />recall. The second system has never been located but is presumed to extend <br />to the north or west of the house, exiting the house below the basement <br />level. It is very likely that your septic tanks are on the adjacent Lot 31 <br />owned by Mr. Franklin.
