By this letter and the attached resolution, the City approves the preliminary <br />layout for the upgrade of Highway 12, with the following comments. <br />Objectives Reflected in the Preliminary Design <br />The key objectives of the City, which are now reflected as elements of the preliminary design, are <br />as follows: <br />1. <br />3. <br />Ensure the design and operation of the County Road 6/Highway 12 interchange, and <br />of new Highway 12 in the area of this interchange, are adequate to provide free flow <br />of traffic on both County Road 6 and Highway 12 well into the future. The key <br />traffic movements here are westbound new Highway 12 using the loop to westbound <br />County Road 6, and eastbound County Road 6 traffic using the entrance ramp to <br />eastbound new Highway 12. In addition to the importance of this interchange <br />operating effectively itself, the free flow of traffic on new Highway 12 and County <br />Road 6 is extremely important to the effective future operation of the entire east/west <br />transportation system in Orono. <br />The County Road 6/Highw ay 12 interchange bridge is designed at a w idth sufficient <br />to accommodate four through lanes in the future. <br />The design includes a median barrier between the eastbound and westbound lanes of <br />new Highway 12 in the area of the County Road 6/Highway 12 interchange.
