Minutes of Watercraft licensing & public safety monies task force November 17,1999,0900hours Water Patrol Headquarters ■?Z-r:\:2D :;J-; 1 9 1999 Qt I t Ur uriONO Attendees: Mayor Gabriel Jabbour, Mayor Woody I.ove, Chief Harlan Johnson, K'm Elverum MN DNR, Lt. Ken Schilling Hennepin Sheriff s Water Patrol. 1 . The topic of supplemental money for Lake Minnetonka public safety was discussed. The group agreed that the need exists to find additional funding to increase enforcement efforts on Lake Minnetonka for the Sheriffs Water Patrol 2. Discussions were started on how, who and where this funding would come from. Mayor Jabbour and Mayor love will obtain some financial information to bring to the next meeting for discussion. 3. The LMCD and WBLCD contracting and enforcement funding was brought up. Questions about fine money. Attorney fees. Witness fees, Save the Lake and the financial report were raised and Mayor Jabbour indicated he would seek this information for the next meeting. 4. The group agreed to seek the addition of two more members. Lili Mc.Millan Orono Representative LMCD and Tom Gilman Excelsior Representative LMCD/ Excelsior city council member. They will be invited by letter. 5. The licensing issue was discussed. Many questions were raised. Everx one agreed that this issue needs to be further addressed. What is the best approach to take? Pilot program vs. statewide. Voluntary vs. Mandatory and at what level? How would it be implemented? Grandfathering. Magic date or program similar to the current snowmobile operator licensing programs. 6. Other questions brought up included: can the licensing issue be added as an endorsement on a driver’s license similar to the snowmobile endorsement? Can boating violations appear on a D.L. or a database that can be accessed by Law Enforcement, Courts, Insurance companies, etc? Maybe a place to hit repeat violators would be insurance rates. 7. Everyone agreed that at a minimum basic information needs to be rela> ed to boat owners and operators. Even though Minnesota statistics are among the best in the nation maybe the public would be able to enjoy the boating experience more if everyone was better educated on basics of boating so they could operate properly and have more courtesy. 8. All agreed that this is a start but more discussion and meetings are needed. The next meeting will be held on Tuesday December 21,1999 at 0900 hours at Water Patrol.
