Ken Schilling Hennepin Sheriff s Water Patrol. <br />1 . The topic of supplemental money for Lake Minnetonka public safety was discussed. The group agreed <br />that the need exists to find additional funding to increase enforcement efforts on Lake Minnetonka for <br />the Sheriffs Water Patrol <br />2. Discussions were started on how, who and where this funding would come from. Mayor Jabbour and <br />Mayor love will obtain some financial information to bring to the next meeting for discussion. <br />3. The LMCD and WBLCD contracting and enforcement funding was brought up. Questions about fine <br />money. Attorney fees. Witness fees, Save the Lake and the financial report were raised and Mayor <br />Jabbour indicated he would seek this information for the next meeting. <br />4. The group agreed to seek the addition of two more members. Lili Mc.Millan Orono Representative <br />LMCD and Tom Gilman Excelsior Representative LMCD/ Excelsior city council member. They will <br />be invited by letter. <br />5. The licensing issue was discussed. Many questions were raised. Everx one agreed that this issue needs <br />to be further addressed. What is the best approach to take? Pilot program vs. statewide. Voluntary vs. <br />Mandatory and at what level? How would it be implemented? Grandfathering. Magic date or program <br />similar to the current snowmobile operator licensing programs. <br />6. Other questions brought up included: can the licensing issue be added as an endorsement on a driver’s <br />license similar to the snowmobile endorsement? Can boating violations appear on a D.L. or a database <br />that can be accessed by Law Enforcement, Courts, Insurance companies, etc? Maybe a place to hit <br />repeat violators would be insurance rates. <br />7. Everyone agreed that at a minimum basic information needs to be rela> ed to boat owners and <br />operators. Even though Minnesota statistics are among the best in the nation maybe the public would <br />be able to enjoy the boating experience more if everyone was better educated on basics of boating so <br />they could operate properly and have more courtesy. <br />8. All agreed that this is a start but more discussion and meetings are needed. <br />The next meeting will be held on Tuesday December 21,1999 at 0900 hours at Water Patrol. <br />NOTE <br />Please RSVP if you are unable to attend. <br />Thank You, Lt.
