JOINT POWERS AGREEMENT <br />2000 - 2002 Extension <br />THIS AGREEMENT made by and among the Cities of Greenfield, Indej'*endence. Eotig I aVe, Loretto, Map’e <br />Plain, Medina and Orono (hereinafter referred to collectively as the "Participants") is effective on the day and year <br />provided herein <br />1 PlTvPOSE ANT) AUTHORITY This Agreement is entered into under the aiitlxarity of Minnesota Statutes section <br />471 59 The Participants have determined that it is to their mimial adv antage to form a single joint powers entin that <br />sn»ll establish and operate within the present and future lioundanes of the Participants a program for recyclifjg <br />acceptable materials <br />Cities will offer curbside recycling to residents <br />2 COMMISSION There is hereby created the West Hennepin Recycling Commission (the "Commission") consi.sting <br />of seven commissioners <br />a Apr>ointment and Tenn The governing body of each Participant shall, by a majority vote, appoint a person, who <br />may or may net be an eleaed official of the Parti.’pant’s, to serve as a commissioner Appointments shall be for a two- <br />year period unless tlte respective governing body makes the appointment for a lesser period Commissioners shall <br />serve until their successors are appointed and qualified Vacancies shall be filled for the unexpired term by the <br />appropriate governing body A vacancy occurs upon the death or resignation of a commissioner <br />b Compen.sation Commissioners shall serve without compensation by the Commission Reimbursement of expenses <br />for each commissioner shall be governed by state stamtes and the charter, ordinances, and policies of the Participant <br />that commissioner represents <br />c Officers Tlie Commission sliall choose one of its members as a chairperson The chairperson shall be appointed by <br />commission action at the first meeting of tlie year The coordinator shall act as a secretary-treasurer The chairperson <br />shall preside at all meetings of the Commission The secretary-treasurer shall keep a complete record of each meeting <br />and of all proceedings and business of the Commission, keep it’s Commissioners regularly informed of the activities of <br />the Commission by distribution of written minutes to each Commissioner following each meeting, and shall keep an <br />acairate accounting of all receipts and disbursements of the Commission The chairperson and secretary treasurer shall <br />sian all contracts authorized bv and in the name of the Commission <br />d Meetings Tlie Commission shall meet at such times and places as it shall deem appropriate but at least once even, <br />twelve months Ml meetings shall he open to the public <br />e Voting Requirements .All actions of the Commission shall require a simple majority of the commissioners present <br />and voting A majority of the commissioners shall constitute a quonirn <br />1
