Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Engineer's Report <br />Item Description: Policy for Deferred Connection to Sanitary Sewer <br />We have received a request for deferment of connection to sanitary* sewer from a property owner <br />with a compliant septic system. This property is 1235 Lyman Avenue in the Orono Orchards <br />Sanitary Sewer project. This property has been included in the project assessment because the <br />owner wants to begin paying for the sewer now. The owner has requested a deferment beyond the <br />normal 16 month deadline for connection to sewer after project completion. <br />Several years ago, the City adopted a policy of allowing pniperties with compliant septic systems <br />to request exclusion from sewer projects. This exclusion is valid as long the existing septic system <br />remains compliant to all regulatio ns. The property owner is not assessed for the project, and the <br />City covers the cost of debt service until the sewer connection fee is collected. Any siniation that <br />involves repairs, other than minor maintenance, or enlargement of the system requires immediate <br />connection to sanitary sewer. Payment of a sewer connection fee is then required before sewer <br />hookup is completed. <br />The property owner, at 1235 Lyman Avenue, did not request exclusion from the project and is <br />being assessed for project costs. We are recommending approval of a deferment for sewer <br />hookup, with the same conditions that apply to properties that have been approved for exclusion <br />from sewer project assessments. This seems to a fair and equitable policy as this property does <br />have a conforming septic system. Having this property included in the assessment is an advantage <br />to the City because it eliminates the City’s cost of debt service for this property. <br />COUNCIL ACTION REQUESTED: <br />Motion to approve a deferred connection to sanitary sewer for 1235 Lyman Avenue as long as the <br />existing septic system remains conforming to all requirements. Any siti^ation that involves <br />repairs, other than minor maintenance, or enlargement of the system will require immediate <br />connection to sanitary sewer.1
