Issues for discussion <br />1. The road is proposed to be platted 25' in wdth as it exists. There were discussions <br />previously that the road shall not be connected to Birch Land at this time, but it may become <br />necessary at in the future. In Resolution No. 4053 (attached as Exhibit H) indicates the City <br />has no intent to continue said private road westward to Birch Lane at this time. The intent <br />of stopping the underlying road easement 5 feet short of the west boundary is to limit the <br />likelihood that a future Council will make the future through road connection to Birch Lane. <br />Should Oiitlot A be platted through the subdivision to provide for a future connection, or is <br />it the position of the Planning Commission the road will not be necessary because access is <br />available to each lot and a future road would run parallel with North Shore Drive? <br />2. Although the road has not yet been completed, a "T" turnaround was approved in lieu of a <br />cuUde-sac for emergency vehicle access. Staff would recommend the turnaround be <br />provided. <br />3. Staff will require a new Developer's Agreement and drainage easement be granted to the <br />Citv'. The drainage easement may be required to increase in size due to the size of the lots <br />within the development being increased. The developer was given credit for the drainage <br />easement within Lot 3 for hardcover calculation purposes only, not lot area. <br />4. Is the proposed lot layout acceptable? <br />STAFF RECOMMENDATION <br />All the lots meet the zoning district requirements for developments in the LR-1 C zoning district. <br />Staff is recommending approval of the application based on the conditions noted in the attached <br />resolution. <br />PLANNING COMMISSION RECOMMENDATION <br />On a vote of i^to 0 the Planning Commission recommended approval of the subdivision subject to <br />the following conditions; <br />1. <br />2. <br />The City Engineer reviews and approves the drainage plan and stormwater treatment within <br />the development. <br />Hennepin County approves the access to Tonkawa Road. Hennepin County has approved <br />the existing lot arrangement and access for the underlying lots. <br />3. New drainage and utility easements are dedicated to the City of Orono. <br />4. Underlying drainage and utility easements are vacated. <br />5. Final plat approval is subject to the MCWD approval of all grading and drainage <br />improvements.
