Individuals include, but is not <br />limited to, those responsible for investigating, locating, eliminating illicit <br />discharges, and/or enforcement. Previously trained individuals shall receive <br />refresher-training every three (3) calendar years following the initial training. <br />c) Individuals responsible for any portion of the Construction Site Stormwater <br />Runoff Control program shall receive training commensurate with their <br />responsibilities as they relate to the program. Individuals includes, but is not <br />limited to, individuals responsible for conducting site plan reviews, site <br />inspections, and/or enforcement. Previously trained individuals shall receive <br />refresher-training every three (3) calendar years following the initial training. <br />d) Individuals responsible for any portion of the Post-Construction Stormwater <br />Management program shall receive training commensurate with their <br />responsibilities as they relate to the program. Individuals includes, but is not <br />limited to, individuals responsible for conducting site plan reviews, site <br />inspections, and/or enforcement. Previously trained individuals shall receive <br />refresher-training every three (3) calendar years following the initial training. <br />e) Individuals performing winter maintenance activities shall receive training each <br />calendar year that includes the following: <br />· the importance of protecting water quality; <br />· BMPs to minimize the use of deicers (e.g., proper calibration of <br />equipment and benefits of pretreatment, pre-wetting, and anti- <br />icing); and <br />· tools and resources to assist in winter maintenance (e.g., deicing <br />application rate guidelines, calibration charts, Smart Salting <br />Assessment Tool). <br />f) Individuals responsible for any portion of the City’s Storm Water Pollution <br />Prevention Program shall receive training commensurate with their <br />responsibilities as they relate to the program, including reporting and assessment <br />activities. Training shall include the following: <br />· address the importance of protecting water quality, and <br />· address the requirements of the NPDES requirements as they relate <br />to the program (i.e. Best practices for Municipal Operations, City’s <br />Pond Assessment Procedures, operation and maintenance of <br />structural BMPs, outfalls and ponds, and management of TMDL <br />waste load allocations). <br />4. Minimum elements for education and outreach (MCM 1), as set forth in MPCA Permit <br />that provides Authorization to Discharge Stormwater Associated with Small Municipal <br />Separate Storm Sewer Systems under the NPDES Program (Permit No. MNRO400000). <br />a) Target audience(s) (e.g., residents, businesses, commercial facilities, institutions, <br />and local organizations. <br />b) Name or position title of responsible person(s) for overall plan implementation. <br />c) Specific activities and schedules to reach each target audience. <br />d) Description of any coordination with and/or use of stormwater education and
