MCM 1 & 2: EDUCATION, OUTREACH, AND PUBLIC INVOLVEMENT PLAN <br /> Introduction <br />The City of Orono’s Storm Water Pollution Prevention Program (SWPPP) Minimum Control <br />Measure (MCM) 1 addresses public education and outreach and MCM 2 addresses Public <br />Participation/Involvement. The following plan determines the education focus for the current <br />permit cycle and the programs and tools to be implemented in educating the public about <br />their roles in the protection, preservation, and management of water resources. <br />1. Party responsible for Education and Outreach Plan implementation: City Administrator <br />2. Public Education, Outreach, and Involvement <br />a) During the permit term, educational materials or equivalent outreach shall be <br />distributed to Citizens focused on Yard and Lawn Management. <br />b) During the permit term, educational materials or equivalent outreach shall be <br />distributed to Citizens focused on Residential Best Management Practices. <br />c) At least once each year, educational materials or equivalent outreach shall be <br />distributed to Citizens focused on illicit discharge recognition and reporting illicit <br />discharges to the permittee. <br />d) At least once each year, educational materials or equivalent outreach shall be <br />distributed to Citizens focused on the following: <br />· impacts of deicing salt use on receiving waters, <br />· methods to reduce deicing salt use, and <br />· proper storage of salt or other deicing materials. <br />e) At least once each year, educational materials or equivalent outreach shall be <br />distributed to Citizens focused on the following: <br />· impacts of pet waste on receiving waters, <br />· proper management of pet waste, and <br />· any existing permittee regulatory mechanism(s) for pet waste. <br />f) At least once each calendar year, material regarding the City’s SWPPP shall be <br />presented to the City Council to educate officials on the program’s activities and <br />allow for public input on the adequacy of the program. <br />g) Each calendar year, a minimum of one (1) public involvement activity that <br />includes a pollution prevention or water quality theme (e.g., rain barrel <br />distribution event, rain garden workshop, cleanup event, storm drain stenciling, <br />volunteer water quality monitoring, adopt a storm drain program, household <br />hazardous waste collection day, etc.) shall be provided by the City. <br />3. Education for City Officials and Staff <br />a) At least once each calendar year, training shall be provided to all field staff in illicit <br />discharge recognition (including conditions which could cause illicit discharges) <br />and reporting illicit discharges for further investigation. <br />b) Individuals responsible for any portion of the Illicit Discharge Detection and
