WRITTEN PROCEDURES <br />Orono SWPPP ǀ 0C1.126140 Page 3 <br />site in question. <br />b) Inspector shall review inspection history to determine if report of noncompliance <br />or other stormwater related information has been/is being addressed. <br />c) If information is new to inspection history and requires action to restore <br />compliance, Inspector shall initiate a site inspection within 24 hours of receipt. <br />d) Inspector shall provide response to person responsible for input within 24 hours <br />of receipt, providing information on City procedures, determination of <br />compliance, and potential enforcement. <br /> MCM 5: Post-Construction Stormwater Management <br />1. Procedures for site plan review prior to start of construction activity to ensure <br />compliance with local, State, and Federal requirements. <br />a) Upon receipt of Building Permit, Excavation and Grading Permit, or Land Use <br />Application, the Community Development Director or designated representative <br />will provide all required information included with the application to the <br />designated Site Plan Reviewer. At the discretion of the City Engineer, information <br />required may include the following: <br />· Site Survey <br />· Site Plan <br />· Grading Plan <br />· Erosion and Sediment Control Plan <br />· Site Restoration Plan <br />· Stormwater Pollution Prevention Plan <br />· Stormwater Management Plan and Details <br />· Hydrologic, Hydraulic, and Water Quality Computations <br />· Wetland Report by Certified Wetland Specialist <br />· Wetland Protection/Mitigation Plan <br />· Soil Borings/Geotechnical Report <br />b) Site Plan Reviewer – Site Plan Reviewer shall be designated by the City Engineer <br />upon receipt of applicable City application and be properly trained in Post- <br />Construction Stormwater Management procedures (see Education and Outreach <br />Plan). <br />c) Review – the SWPPP Review Checklist shall be utilized by the Reviewer to <br />document each plan review to ensure compliance with local, State, and Federal <br />requirements (see Appendix K). In addition, the Reviewer shall generate a Review <br />Comments letter addressed to the Community Development Director outlining <br />revisions necessary to bring Construction Plans into compliance with all <br />requirements. The Review Comments letter shall include notification that the <br />owner must apply and obtain coverage under the NPDES Construction <br />Stormwater Permit. <br />d) Approval – the Reviewer shall coordinate with the Community Development <br />Director and applicant to address all issues identified during review/development
