Procedures for consideration of and response to public input on adequacy of SWPPP. <br />a) Public input (written or oral) shall be directed to the City Administrator or a <br />designated representative. <br />b) City Administrator or designated representative shall review SWPPP regarding <br />input received to determine if any modifications are necessary to address missing <br />or inferior portions of the program. <br />c) If modifications are necessary, the City will begin process of amending SWPPP <br />accordingly. <br />d) City shall provide response to person responsible for input within three (3) <br />business days of receipt, providing information on City procedures and potential <br />modifications to be evaluated. Once evaluation of input is complete, City shall <br />provide additional response to person responsible for input regarding revisions to <br />be implemented or reason why no action is to be taken. <br /> MCM 3: Illicit Discharge Detection and Elimination (City Ordinance Sec. 14-301-10) <br />1. Procedures for investigating, locating, and eliminating the source of illicit discharges. <br />a) Refer to Illicit Discharge Detection and Elimination Plan. <br />2. Procedures for responding to spills, including emergency response procedures to <br />prevent spills from entering the MS4. <br />a) Refer to Illicit Discharge Detection and Elimination Plan. <br /> MCM 4: Construction Site Runoff Control (City Ordinance Chapter 79) <br />1. Procedures for site plan review prior to start of construction activity to ensure <br />compliance with local, State, and Federal requirements. <br />a) Refer to MCM 5: Post Construction Stormwater Management procedures. <br />2. Procedures for conducting Construction Site Inspections. Inspections to confirm <br />compliance with the NPDES Construction Stormwater Permit per MS4 requirements. <br />a) High priority sites – The following sites shall be classified as high priority sites. <br />· Project located in a sensitive area (by determination of City <br />Engineer). <br />· Project has history of violations. <br />b) Inspection frequency <br />· High priority sites – 1 time per week <br />· Other active sites – every other week <br />· Inactive sites – 1 time per month <br />c) Inspector – Inspector shall be designated by the City Engineer upon Final <br />Plat/Construction Plan approval and be properly trained in Construction Site <br />Runoff Control inspection procedures (see Education and Outreach Plan).
