3. <br />4. <br />5. <br />The Land Use Plan is intended to advise the Metropolitan Council and <br />our municipal neighbors of Orono's planning and growth management <br />programs. The Land Use Plan is a convenient media medium to illustrate <br />and coordinate the various goals and policies of all the elements of the <br />Community Management Plan. Environmental protection policies are <br />reflected in proposed planned land use densities. Facilities plans determine, <br />and are determined by, land use policies. The most significant description of <br />Orono's planning intentions is the actual detailed location of the Metropolitan <br />Urban Service Area (MUSA line) as legally described by Resolution of the <br />City Council and as shown on Map No. 6. <br />The Land Use Plan is intended to be used as a basis for public facilities <br />planning. A major function of municipal government is planning for and <br />establishment of public facilities such as sewer, water, roads and parks. These <br />physical improvements require extensive initial investment and a tong term <br />maintenance commitment that can become a financial burden when such <br />systems are overbuilt or prematurely installed. The Land Use Plan therefore <br />plays an important role in determining each neighborhood's ultimate <br />population, the required capacity of public facilities, and an appropriate <br />capital improvements program. The level of serv'ices and facilities required <br />by this Plan are consistent with the existing or planned capacity of the <br />applicable regional systems. <br />The Land Use Plan is intended to be used as the basis for developing <br />responsible ordinances for land use management. Land use and <br />development, especially in a small community like Orono, is almost totally <br />accomplished by private development forces, often on the scale of individual <br />homeowners. Since such development is prone to be ver>' fragmented, the <br />City must provide reasonable regulations to guide individual decisions toward <br />the common community objective. Thus, zoning, licensing and subdivision <br />controls will be designe d have been established and will continue to be <br />refined to implement the intent of this Land Use Plan. <br />CMP 3B - 2
