CHAPTER 4 <br />PART 3(B^ <br />LAND USE PLAN <br />INTRODUCTION <br />This Land Use Plan is a refinement and restatement of the ongoing planning practices <br />of Orono citizens. It respects and maintains the historic development patterns of the <br />City. It continues the basic land use concepts developed by Orono Towiiship in 1950 <br />and it conforms to the goals established by the first organized comprehensive <br />planning attempts in the mid 1960's. This Plarris an updated ver sion of the The 1974 <br />Orono Village Comprehensive Guide Plan as approved by the Metropolitan Council <br />on November 7, 1974, was updated in 1980. This plan is an updated version of the <br />1980 Orono Community Management Plan which was approved bv the Metroplitan <br />Council on September 10. 1981. <br />This Plan is prepared and presented for the following purposes: <br />1.The Land Use Plan is intended to be a management tool for City officials, <br />City staff and other parties involved in land development and growth <br />management in Orono. Land use planning is the most directly tangible <br />evidence of a community’s comprehensive planning objectives. Orono's land <br />use plan indicates the basic location, density and ty pe of land uses in the city <br />that are considered to be compatible with environmental conditions and <br />beneficial to the long term health, safety and welfare of the City and its <br />citizens alike. For this purpose, it contains goal and policy statements <br />consistent with the overall planning objectives of the City and it includes a <br />map and brief land use description to illustrate the expected physical result <br />of the pursuit of such objectives. This Plan is intended to assist officials in <br />making decisions on various development proposals as they may arise. <br />2.The Land Use Plan is intended to be a guide for future development so <br />as to reinforce our environmental protection commitment and so such <br />development will be consistent with existing land use, with the land use <br />plans of adjoining cities and with the ap|.licable provisions of the <br />Metropolitan Council's Development Framework Guide Regional <br />Blueprint. The content and direction of the Land Use Plan is based upon our <br />environmental protection commitment and our expected development <br />position within the immediate Lake Minnetonka area and within the Twin <br />Cities Metropolitan Region as a whole. This Plan is consistent with the plans <br />of nearby cities for land use of abutting neighborhoods and for overall levels <br />of serv ices and facilities available in the Lake area. <br />CMP 3B - 1
