14. <br />15. <br />16. <br />17. <br />Physical improvements required to accommodate new development must <br />be provided by the developer. Whenever required, improvements must be <br />provided by the developer. Because the City has limited staff and limited <br />bonding potential, physical improvements such as roads, drainage and utilities <br />required to accommodate new subdivisions or development should be <br />designed, financed and installed directly by the benefited developer as a <br />precondition to increased land use density. In addition, this philosophy <br />includes developer responsibility for special fire protection equipment or <br />devices in the case of unusual land uses or building configurations, and/or <br />special security services in the case of unusual public safety situations. <br />All physical improvements must conform to city standards. Physical <br />improvements related to health, safety or community systems such as roads, <br />pathways, drainage or utility systems will be designed, located and <br />constructed to uniform. City-established standards to ensure proper <br />functioning and compatibility with overall City plans. <br />Developers must dedicate lands required for public use. Land subdivision <br />or any development that results in increased land use density, and hence <br />increased demand for municipal services, w’ill be expected to include public <br />dedication of lands necessary for additional road rights of way, parks, <br />playgrounds, open space, ponds or storm water holding areas whenever such <br />facilities are directly used by the subdivided land or required by such density <br />increase. <br />If the individual development’s density increase or impact is relatively small, <br />or the layout is not conducive to public land dedication, then in lieu of lands <br />the developer may be required to contribute funds for the municipal purchase <br />of such lands or the improvement of such facilities proportionate to the <br />cumulative effect of such density increase from multiple small developments.. <br />No land will be developed unless it's location and characteristics are <br />suitable for tbe proposed use in accordance w ith this plan. Land to be <br />developed must be of such size, character and location that it can be safely <br />used for the intended purpose without danger to health, without peril from <br />fire, flood or other occurrence and without undue impact upon neighboring <br />properties. <br />No land will be permitted to be subdivided or built upon which is held <br />unsuitable by the City for the proposed use because of flood hazards, <br />inadequate drainage, soil formations w ith severe limitations for development, <br />severe erosion potential, unfavorable topography, inadequate water supply or <br />sewage disposal capabilities, or any other feature likely to be harmful to the <br />health, safety, or welfare of the future residents of the proposed subdivision <br />or of the community. <br />CMP3B- 17 <br />i
