r <br />Rezoning the property to sustain a one acre development may be appropriate for this area because <br />sanitary sewer service is available. The property is located within the MUSA allowing for the <br />provision of sanitary sewer. The rural two acre zoning district requires more land area for private <br />sewage treatment systems. In addition it is more efficient and cost effective to extend sewer and <br />water service to an area of higher density. Simply put, more lots will decrease the fmancial burden <br />to each new lot for construction costs involved with infrastructure improvements. <br />Developing as a PRD would allow for the creation of conservation outlots along Count) Road 6 and <br />Willow Drive allowing for the highest concentration of lots being located within the interior of the <br />property. <br />The City Council should consider the following issues in discussing a Comprehensive Plan <br />Amendment and rezoning the property: <br />1.If the City is to consider rezoning of property* for residential purposes is this the <br />appropriate location? <br />Approving any plan for density of greater than one unit per acre density would require <br />rezoning the property to R-l A. The Municipal Code does not provide a district that would <br />restrict the underlying zoning to a density between one and two acres. Some discussion has <br />proposed developing the property as a PUD, however the Code would require rezoning the <br />property to less than one acre zoning in combination with a PUD development. <br />The property is located southwest of the County Road 6 and Willow Drive North <br />intersection. The property located north of C.R. 6 and east of Willow Drive is zoned and <br />developed as tw'o acre rural residential. <br />The Orono School district has started construction of the new Middle School on property <br />located directly west of the site proposed for rezoning. Concept plans for future development <br />south of the property include possible townhomes and ofilc** uses. It may be appropriate to <br />develop at a higher density to create a transition between the lower density the north and east <br />to the more concentrated land uses of the schools, municipal offices and potential higher <br />density to the south.
