Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Engineer's Report <br />Item Description: Aivard Contract for Repair of Navarre Well Number 1 <br />We have been experiencing water quality and operational problems with well number one, the <br />main well for the Navarre water system. Well number two is currently being used. This well was <br />repaired and upgraded in 1997 to provide enough capacity to supply the system. After the well <br />one pump shuts off, water and air bubble out from cracks in the floor around the pump base. This <br />indicates mechanical problems with the top of the well, pump, or casing vent. Removal of the <br />pump will be necessary to determine the nature of the problem. <br />The last major work on this well was completed ten years ago. Wells typically operate 7 to 10 <br />years between major repairs and rehabilitation. <br />This work should be completed this fall and winter, so we are not dependant on only one well <br />next spring and summer during higher water demand months. The well is located inside the <br />treatment plant building, so winter work is not a problem. <br />The 1999 water operating budget includes a $13,000 line item for equipment maintenance and <br />repair. Completion of a budget adjustment will be required after this project is completed. <br />Because the exact extent of the repairs to be completed is unknown at this time, the contract will <br />be structured with a base bid to include the items that will most likely need to be completed. <br />Alternates for a new bowl assembly and a new motor will be included in the bid as a contingency <br />in case they are needed. <br />Award of Contract <br />The Council previously authorized advertising for bids for this project. The bidding process has <br />been completed and Alberg Water Services is the lowest responsible bidder with a total base bid <br />of $29,765.00 <br />COUNCIL ACTION REQUESTED; <br />Motion to award contract for well number repair to Alberg Water Services, Elk River Minnesota <br />for a total base bid of $29,765.
