Orono will be able to take advantage of the experience of both of these <br />cities in implementiiig and using the system most effectively. <br />The Govern software was developed by a firm in Montreal, Canada. This firm has installed the <br />Govern software in Plymouth and Hc.pkins. The firm has entered into an agreement with <br />GeoAnalytics, a firm out of Madison, Wisconsin, through which GeoAnalytics will resell and <br />support the Govern software. Orono would purchase the software from GeoAnalytics. The City <br />would then have access to both GeoAnalytics and Govern for technical support. GeoAnalytics has <br />implemented the Govern software in several cities in Illinois. <br />Geographic Information Systems (GIS) <br />The proposal for the land management software purchase includes the purchase of two ESRI <br />Arc View GIS software licenses. GIS is the ability to link data to a spatial reference point, then to <br />display the data in a map format. A basic example is a map showing all parcels with their PID <br />numbers and addresses. A more involved example is a map showing all properties within "x" feet <br />of a sewer line or a map showing the location of all non-conforming septic systems. <br />The City is moving cautiously into GIS. However, our two new Zoning staff and our new Septic <br />Inspector all have used GIS in their former positions. All have ideas about how GIS linked to a <br />powerful land management rec urd.s system such as Govern, can help them to perform their jobs more <br />effectively. <br />Estimated Costs <br />Although the cost of the Govern software is straightforward, costs related to implementing the <br />system in Orono, particularly data conversion costs, are difficult to determine without a detailed <br />review of the City’s current data files and work processes. GeoAnalytics has provided a preliminary <br />estimate of costs but were not able to provide final cost numbers in time for the October 1 1 Council <br />meeting. Final cost numbers will be available for the October 25 meeting. However, to enable <br />planning to move forward for the installation and implementation of the Govern system, staff is <br />requesting Council provide a preliminary authorization regarding the purchase of the Govern <br />software at the October 11 meeting.
