The system generates periodic reports of permit types, <br />permit revenues and zoning applications. The system is called the Permit and Inspection <br />Management System (PIMS). <br />Because the PIMS system is not Y2k compatible, the City has been reviewing options for upgrading <br />to a new system. The key criteria used in this review process are as follows; <br />1 . Includes an integrated property database capability. <br />2. Includes an integrated link to Geographic Information System (GIS) software. <br />3. Is cost effective. <br />4. Is user-friendly. <br />5. Is a proven system but is close to the cutting edge of technology. <br />6. Is flexible and customizable. <br />7. Enables staff to work more efficiently and effectively. <br />8. Is being used by local cities. <br />9. The vendor is able to provide good technical support. <br />After in-depth review of four systems, staff has identified one system that best meets the selection <br />criteria This system is called "Govern". The system includes an integrated property database <br />capability that will enable the City to automate property-related data, such as historical land use <br />actions, which currently must be stored and accessed manually. Both the permits and inspections <br />tracking module and the property database are compatible with Geographic Information System <br />software that allows all data in the modules to be displayed in a map format. The Govern system <br />would also enable the Planning staff and the Septic Inspector to manage their property-related <br />records. <br />The software is easy to use, flexible, and customizable. The software is flexible enough that it can <br />be configured to follow the City ’s current work processes, or it can be configured to support <br />improvements to the current work processes.
