Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Fngineer ’s Report <br />Item Description: Repair of Well Number 1, Navarre Water System <br />We have been experiencing water quality and operational problems with well number one, the <br />main well for the Navarre water system. Well number two is currently being used. This well was <br />repaired and upgraded in 1997 to provide enough capacity to supply the system. After the weP <br />one pump shuts off, water and air bubble out from cracks in the floor around the pump base. Th j <br />indicates mechanical problems with the top of the well, pump, or casing vent. Removal cf the <br />pump will be necessary to determine the nature of the problem. <br />The last major work on this well was completed ten years ago. Wells typically operate 7 to 10 <br />years between major repairs and lehabilitation. A report from Bonestroo Engineers describing <br />the problems and estimated costs for repair is attached. The exact costs for repair cannot be <br />determined until after the pump is removed. The estimated cost range for the repairs is $25,000 <br />to $50,000. This will require advertising for sealed bids for completion of this work. <br />This work should be completed this fall and winter, so we are not dependant on only one well <br />next spring and summer during higher water demand months. The well is located inside the <br />treatment plant building, so winter work is not a problem. <br />The 1999 water operating budget includes a $13,000 line item for equipment maintenance and <br />repair. Completion of a budget adjustment will be required after this project is completed. <br />We are requesting Council authorization to prepare plans and specifications and advertise for bids <br />for completion of this work. After bids are received. Council approval will be required to award <br />a contract to the lowest responsible bidder. <br />COUNCIL ACTION REQUESTED: <br />Motion to authorize pieparation of plans and specifications and advertising for bids for the repair <br />of well number one for the Navarre water system.
