MM 55356 <br />Re: Proposal for Signal Justification Report for <br />Intersection of CSAH 15 and 51 <br />Our File No. 139-Gen <br />Dear Mr. Gappa: <br />Pursuant to your request, we are pleased to provide this proposal for purposes of preparing a <br />signal justification report (SIR) for the intersection of CSAH 15 and 51 in Orono. The SIR will <br />be prepared to meet required elements of Hennepin County for such documents. Our proposed <br />scope of ser\ices follows. <br />Scope of Services <br />Task 1 - Conduct Intersection Traffic Counts - Intersection turning movement traffic counts will <br />be conducted per County requirements. These counts will be a minimum of 12 hours and a <br />ma.\imum of 16 hours in duration. Delay counts will not be conducted. <br />Task 2 - Collect Data - Accident information and geometric data will be collected. We have this <br />data as a result of our CSAH 15 study. <br />Task 3 - Review Signal Warrants - The count and accident data will be reviewed with respect to <br />traffic signal warrants contained in the Minnesota Manual on Uniform Traffic Control Devices <br />(MMUTCD). <br />Task 4 - Prepare SJR - A draft of the SJR will be prepared for your review. Following receipt <br />of your comments, the final will be prepared and submitted to Hennepin County for their review <br />and action. <br />We will be available to meet, as necessary, to discuss the SJR.
