I <br />01 ^ ^ O 3C <br />ORONO PLANNING COMMISSION MINUTES FOR APRIL 19,1999(#247rGeorge Stickney, continued) <br />Stickney cemented that it was their goal with this subdivision to preserve tha/natural features of the <br />property as mi^h as possible, noting that they wiil require a covenant that any trees removed as <br />part pf the development wili need to be replaced. • / .. <br />Hawn Inquired whwl\er there were any public comments regarding thls^piication. <br />Pal Dougherty, Old Ci^al Bay Road, stated he has no particular difficulties with this proposed <br />subdivision, but expresses concern over the amount of land dej^loped to the north and the <br />Increased water runoff pr^^ms they have been experiencing^ce that time. Dougherty requested <br />that that issue be addressed!^ <br />Stickney commented that he w^ld be willing to review th^rainage to see If steps could be taken <br />to correct the problem. <br />Weinberger stated City Staff would llk^o see mor^ater runoff to the drainage pond. <br />Stickney remarked that there will not be aVorse^used on Lot 2 due to a covenant that will be in <br />effect with this subdivision. \y <br />Lindquist commented that the Applicant should be aware that City Staff Is recommending a ten foot <br />easement In addition to the park dedication fee fo^is subdivision. <br />Hawn noted that the City Is not In pos^ssion of the s^ic reports for this subdivision. <br />.M • <br />Stickney stated that the septic inso^or has been out to uje property and has not found any major <br />Issues involving the septic. Stlcl^ey remarked that It was h|s underetandlng that the reports had <br />been submitted to the City andiras not sure why the City do^not have them at this time. <br />Hawn inquired how frequently variances are given to lots that do^pot meet the 200 fool setback at <br />the street. / <br />Weinberger staled thatyariances to street width are typically grantecSon a cul-de-sac due to the <br />fact that If the lots we^ required to meet the 200 foot Mreet width, thabUie lots would not function <br />well with the other lots and would have an unusual configuration. <br />Stoddard Inqulre^hether this was a subdivision or preliminary plat appro^l, <br />Stickney stat^it was a preliminary plat application. <br />Stoddard inoved, Lindquist seconded, to recommend approval of Application #2477, <br />250 and no Old Crystal Bay Road South, Class III Preliminary Plat Subdivision <br />to pemvit variances to the 200 foot street width for Lots 3,4, and 5, subject to xm <br />condi^ns outlined In the April 19,1999 Planner’s Report and the April 5,1999 CfW <br />Eng^eer*s report, and further subject to the incorporation of any recommendations by <br />theONR and Hennepin County regarding the drainage into the final plat application. <br />VOTE: Ayes 6, Nays 0. <br />6. #2474 SUSAN WILSON, 325 BROWN ROAD SOUTH/2510 ABINGDON WAY, LOT LINE <br />REARRANGEMENT <br />Page 5
