Weinberger <br />Assistant Zoning Administrator <br />Cily of Orono <br />2750 Kelley Parkway <br />Orono, MN 55323 <br />Dear Mr. Weinberger: <br />Enclosed herein for consideration by the City Council, Planning Commission ^d city st^is a <br />proposed concept plan for the approximate 58 acre parcel located at the southwest quadrant at the <br />intersection of Willov/ Drive and County Road 6, in Orono. <br />Our proposal is to plat the property into 52 single family homesites which would be semced by city <br />sewer and water. As you are aware, our company is strictly a land developer Md according y our <br />business is to develop lots for home builders. However, while Bancor will not build any of the <br />homes, one of the principals of our company is John Schulties of LeGr^ Homes and I would <br />anticipate that one of the migor home builders in this community would be LeGran Homes. v\^e <br />it is difficult to be precise at this point, we would anticipate that finished homes and lots would be <br />in the price range of $350,000 to $600,000. <br />In designing this community, we have attempted to be sensitive to various concerns that y^u and <br />the rest of the city staff have made us aware of. As a result the proposed concept mcorporates the <br />following features: <br />1. We have attempted to lessen any adverse impact on a^oining neighborhoo^. ®re <br />only four lots which ubut Willow Drive with all four lots facing interior streets. Additionally <br />these four lots are set back from Willow Drive by a trailway. We are also proposing three <br />berms along Willow Drive. There are no lots abutting County Road 6. <br />2 We understand that the City wishes to maintain a rural feel when traveh^ ^ng^unty <br />Road 6. In our proposal, the nearest home would be approximately 225 fMt^m the <br />traveled road. We believe that a gracious setback is only part of the soluhon to mamta^g <br />this rural feel. We are proposing to construct enhanced ponds, berms and landscapmg m <br />this area. These enhancements in coiyunction with the large setback will lessen any <br />adverse impact on the views when traveling on Cou -ty Road 6. <br />3. We will fully comply with all regulations in protecting wetlands. Since we are only at <br />concept stage, I hesitate to get too specific untU a formal wetiand plan has been approved. <br />However, subject to regulatory approval, we would propose enhancmg several of the <br />wetlands by expanding and deepening them. <br />4. Our concept includes a trailway that follows both the east and north bord^s of tte site. <br />These trails are outside of the current road right of wa^. Further Outlet C is a trail <br />connecting this neighborhood with the commumty facilities to the west. <br />5. While we recognize that the overall density is greater than the abutting neighborhood, we <br />•..■'ll III
