ORONO CITY COUNCIL MEETING <br />MINUTES FOR JUNE 14,1999 <br />MAYOR/COUNCIL REPORT- Continued <br />Kelley asked staff for an update on Femdale Road North. <br />Kellogg said that the utilities will be done in a few days. He said that by the end of this week <br />they ^\dll start subcutting the road and put the base in for the street. They will start on the <br />south end by the bridge and work north a little bit at a time. The completion date is in <br />September. <br />Kelley asked about the width of County Road 15. <br />Gappa said the north side will be cut back. <br />Kelley asked if the storm sewers go into the wetland with no filtering. <br />Gappa said that some of them do and that's why they did the payment in lieu of the ponding. <br />He said the drainage has always gone off the road into the wetland. <br />Kelley asked if the wetlands will be restored. <br />Gappa said they will have to restore the wetlands. <br />Kelley asked about the time frame for the project. <br />Gappa said it is supposed to be finished by the end of the season. He said they have had major <br />problems with the surcharging and settling. <br />Kelley asked staff to check the intersection of County Road 6 and McCully because it is very <br />poorly signed and reflected. He said it is very difficult to drive in that area at night. <br />Gappa said that the residents in that area have complained and asked for street lights. <br />Sansevere asked if it would be feasible to look into the City putting a tunnel under Co. Rd. 6 <br />for the trail. <br />Jabbour suggested taking money in lieu of doing the trail on the other side of Co. Rd. 6. <br />Jabbour said he has had complaints from citizens that things aren't getting done. He said there <br />is a lack of staff, but he doesn't want situations to drag on for months. He believes the <br />Council must deal with citizens in a straight forward manner and not negotiate matters <br />indefinitely. <br />Flint asked about the City of Medina's request for Orono input regarding additional sewered <br />development in the Medina Momingside area. He likes staff*s suggestion regarding a buffer <br />strip. <br />Page 22
