Again the additional <br />costs of construction from the individual homes to the main would be paid by homeowners. <br />No discussion of contribution to costs by the City was undertaken. <br />CURRENT ISSUES AND CONCERNS: <br />The residents have not seen a copy of the feasibility study for this project. The residents <br />need this study for the following reasons: <br />The residents need to understand the details of the design of this system, including <br />routing, pipe sizes, depths, location and design of any lift stations, etc.; <br />The residents need to be apprised of the costs of this system and what specifically <br />is included in these costs. For example, are individual grinder pumps a cost of the <br />project or a cost of hookup and therefore, a resident cost? <br />What financing alternatives were evaluated for this project and what is the <br />anticipated contributicn by each resident? <br />- Additionally, what evaluation was conducted to determine the effect these improve <br />ments would have on property values? <br />- What is the estimated cost of installing individual services? <br />What other residents could potentially benefit from extending this sewer system to Webber <br />Hills? If any, are these residents sharing in the cost of the project? <br />If homes which are not included in the project at this time decide to hook-up later will the <br />capital costs for this system and common elements such as lift stations and force mains be <br />offset and paid down by future additions to the system with costs returned to the original <br />paying homeowners. <br />Does the low flow system require a fcce main to connect with existing systems down <br />Shevlin, as the first gravity based system proposed by Bonestroo Rosene Anderlik. <br />5) <br />6) <br />What are the estimated monthly service costs of this system? <br />Why is the City not proposing to install water main at the same time? <br />RECOMMENDATIONS: <br />Table consideration of this project until residents have an opportunity to fully understand the <br />design and cost of the project. <br />Retain an engineering firm with e.^perierce in the design and implementation of low flow <br />systems. <br />J
