City of Excelsior <br />Hennepin County <br />RESOLUTION NO. 99-21 <br />A RESOLUTION OPPOSING TAXATION WITHOUT PUBLIC CONSENT <br />FOR A NEW BASEBALL STADIUM IN HENNEPIN COUNTY <br />WHEREAS, The Minnesota Legislature has rejected tax support for, and/or government <br />ownership or participation in professional, major league baseball; and <br />WHEREAS, Residents of the City of Minneapolis approved a city charter amendment which <br />would limited property-tax supported expenditures for single capital projects to <br />$10 million; and <br />WHEREAS, The mayor of the City of Saint Paul has proposed a referendum in that city to <br />determine the public’s willingness to support public funding for a professional <br />baseball stadium; and <br />WHEREAS, The City Council of the City of Excelsior believes that taxpayers should be <br />consulted, preferably through a referendum, before levying any kind of local (i.e., <br />county-wide) tax as a general obligation to which they would be subject, including <br />a one-half percent sales tax, <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Excelsior that: <br />• It opposes taxing Hennepin County taxpayers to support, in any way, professional <br />sports without a referendum to support such expenditures. <br />• It opposes otherwise any public spending for private ventures in professional <br />sports. <br />• It encourages city councils of all other cities in Hennepin County to join with <br />Excelsior in adopting this statement of principles. <br />ATTEST: <br />Adopted by the City Council ?n June 21,1999 <br />Jam« R.
