Request for Council Action continued <br />Page 3 <br />June 10,1999 <br />Mooney Lake Outlet <br />water bodies within the district. There are no public access points on this lake, so benefits to the <br />general public are limited. The MC WD Board is seeking direction from the Cities on this issue. My <br />understanding is that this is a unique project for the MCWD. <br />If an option to allocate costs to the Cities is used, the question of how each City fimds these costs <br />needs to be addressed. The assessment of the costs to all of the properties in the drainage area is one <br />option. While this option does levy costs on those properties contributing to the problem, this can <br />be difficult to assess. The non-lakeshore property owiicrs will probably not want to pay an <br />assessment. To sustain assessment appeals, a benefit to these non-lakeshore properties must be <br />proven and this will be very difficult. <br />The second option could be to assess only the lakeshore property owners who would be receiving <br />the benefits of tree preservation and shoreline protection. <br />Another City cost allocation method could be general tax revenue. The difficulty with this method <br />is proving a City-wide benefit from this project. <br />Summary <br />The MCWD is interested in obtaining input from the three Cities on the feasibility of this project and <br />recommendations for possible funding options. <br />The first question is the overall feasibility of this project. The estimated project costs are $180,000 <br />to $220,000. At this time, the risk to house flooding is minimal. The lowest house elevation is 3.48 <br />feet above the highest recorded water level. Damage to approximately 200 shoreline trees has <br />occurred because of high water levels. Are the benefits received from this project greater than the <br />costs? <br />If the project is determined to be feasible, funding options need to be considered. Costs could be <br />allocated to Cities or the project could be funded through the MCWD capital improvement program. <br />COUNOL ACTION REQUESTED: <br />Consideration of the feasibility study tor this project and recommendations to the MCWD on the <br />feasibility of this project and possible funding methods for project completion.
