MN 55323 <br />•Pill u ~ <br />Re:Crystal Bay Preserve <br />File No. 139-2477 <br />E)ear Paul: <br />We have reviewed the preliminary grading and drainage plan for the proposed Crystal Bay Preserve eight- <br />lot subdivision. The site is located east of Old Crystal Bay Road and north of the Luce Line Trail in the in <br />the northeast quarter of Section 23. We have the following comments in regards to engineering matters. <br />The proposed NURP pond location and calculations appear acceptable. We recommend the pond have <br />a rip rapped emergency overflow at an elevation of 983. The overflow should be located near the <br />propos^ pond outlet. <br />The proposed NURP pond will only treat runoff from most of Lot 2 and the roadway. Stormwater <br />from the remaining Lots will flow overland to the existing ditches and wetland. We recommend <br />installing a vegetated buffer strip along the backside of all Lots. The buffer strips should be sized to <br />provide water quality for runoff prior to flows reaching the existing ditches and wetland. <br />Our 4/5/99 comments incorrectly recmnmended reducing the existing wetland outlet from 36-inches to <br />27-inches. The City ’s draft Surface Water Management Plan (SWMP) recommends this outlet be <br />restricted to an 18-inch diameter outlet rather than 27-indies. The corresponding 10 and 100-year <br />water levels in the wetland would be 963.4 and 966.3 respectively. The MnDNR has indicated that <br />revised wetland water levels may conflict with the Luce Line Trail elevations just south of the site. <br />Plans should be submitted to the DNR for their review.
