I think <br />we are close to an agreement, with a few minor points to resolve, as follows: <br />1.The City \sill agree to pay $2,500 of the $5,000 sum, and the purchaser of the new Haglund <br />lot, Dave Supprell, has verbally indicated he will pay the remaining $2,500. <br />2. The City will agree to continue plowing the road all the way to the existing farmhouse <br />without cost to the Armstrongs as it has in the past. <br />3.The City will agree to dedicate (declare) the road as a public roadway. North Arm Lane will <br />continue to be maintained by the City as a public road. No charges will be assessed against <br />the Armstrong property for normal road maintenance or repair. <br />Joel, we are struggling with the issue of future road upgrades not being assessed to the <br />Armstrong property as a benefitting property. While the City at this time has no plan to <br />upgrade North Arm Lane to a paved status, nor to do other improvements for drainage or <br />what have you, and while there is no hue and cry from the neighborhood to upgrade it, the <br />City would have to respond if the neighborhood wanted it upgraded and petitioned for such <br />an upgrade. If such an upgrade was costly enough to warrant a special assessment project, <br />then we would normally assess all benefitting abutting properties, which would logically <br />include the Armstrong property. To not assess the Armstrongs for such a project, when the <br />rest of the benefitting neighbors would be assessed, would be difficult to justify to the rest <br />of the neighbors. <br />Telephone (612) 473-7357 • FAX 473-0510
