Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Engineer ’s Report <br />Item Description: Assessment Hearing for Edgewood Hills Sewer Project <br />This project has been bid several times for a gravity sewer system in the road and a grinder pump <br />alternate system. The costs for gravity sewer in the street were very high and the grinder pump <br />system was not desirable. A value engineered alternative to install gravity sewer behind the <br />homes is the best system and is acceptable to the residents (see May 10th Council memo). <br />The proposed project assessment is $27,325 per unit for eight units and seven of the eight <br />property owners support the project. We have had discussions with the property owner at 450 <br />Woodhill Road regarding a possible assessment appeal. The property owner ’s objection is that <br />because they will be served by a connection to the existing sewer along Woodhill Road, they <br />should not have to pay the full assessment. The current and historical City policy is that all <br />properties in the project area pay the same assessment with no consideration being given to the <br />location of the property within the project area. This is a fair and equitable policy as all <br />properties are receivii.^ the same benefit of obtaining sanitary sewer .service. <br />The existing septic system on this property was recently tested before sale of the property and <br />is non-coiTorming to the 3’ separation rule. It is also not conforming to wetland setbacks. My <br />understanding is that there have been problems with sewer backups. There are not any <br />replacement sites available that would conform to current standards. Based on the above factors, <br />the value of sewer to this property is very high as septic system options are basically non <br />existent. <br />The proposed interest rate in the attached resolution is 8%. This rate can be adjusted downward <br />after the interest rate on the pending bond sale is known. Resolutions to revise the interest rate <br />on this year’s assessments can be approved this fall. The residents are interested in completing <br />this project as soon as possible, so they can complete home remodeling and landscaping projects <br />yet this summer. We are recommending award of the contract at this meeting. The contractor <br />is available to start work as soon as all the required documents are signed and approved. <br />COUNCIL ACTION REQUESTED: <br />Approval of resolution adopting the Edgewood Hills area sanitary sewer assessment roll. <br />Approval of resolution awarding the contract for the installation of sanitary sewer in the <br />Edgewood Hills area.
