Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Engineer’s Report <br />Item Description: Schedule Assessment Hearing for Edgewood Hills Sanitary Sewer Project <br />The third bid opening for this project was recently held and only one bid was received, ihe iirst <br />two times the project was bid were for a directionally boied gravity flow sewer system. These <br />bids were higher than expected and were both rejected. This third bid included both a gravity <br />flow system and grinder pump system option. The gravity system bid was very nigh, and the cost <br />savings from a grinder pump system were not great enough for the residents to justify having an <br />individual grinder pump to maintain. The bid for a gravity flow system was $252,962.00, and the <br />bid for the grinder pump system was $161,987.80. The residents would like to have a gravity <br />flow sewer system. <br />The contractor suggested that if the sewer could be installed’ in the yards behind the houses the <br />project could be completed at a lower cost. An option to install the sewer in the back yards was <br />considered in the original feasibility study, but was rejected because of concerns about tree loss. <br />The residents said that they are now interested in having the sewer installed in the back yard and <br />will accept the loss of some trees. A site meeting was held with the contractor and most of the <br />residents. A revised pipe alignment through the back yards was laid out and is acceptable to the <br />residents. This revised alignment, located directly behind the houses, will be a combination of <br />open cut installation and directional boring and will be shorter than the original feasibility study <br />alignment. <br />The contractor, GL Construction of Medina, is the same contractor that constmeted the <br />Heritage/Shoreline project last year. This is a very good contractor and was excellent in working <br />with the neighborhood residents. We are very satisfied with the quality of their work. GL <br />Construction was also the only bidder the last two times that Edgewood Hills was bid. The <br />contract specifications reference a MNDOT provision for "value engineering" for this project. <br />This concept allows the contractor to propose alternate methods for project construction that are <br />more cost effective. The revised sewer alignment developed by the contractor and neighborhood <br />residents is a better and more cost-effective solution for this project. Also, the residents are <br />comfortable with the contractor and are supportive of the revised alignment. We have obtained <br />a value engineering proposal from GL Construction for the revised alignment. We have compared <br />this proposal to other bid prices we have received and believe the proposal is a fair and reasonable <br />price for the project. The construction cost for the revised gravity flow system was $158,620. <br />This project has also been discussed with the City Attorney and is acceptable to him.
