The City held an informal neighborhood meeting with the residents of the Fox Ridge neighborhood <br />earlier this year. The purpose of the meeting was to answer questions about the sewer options. The <br />iicighborhood appears to be in favor of a grinder system option based on resident input at the meeting and <br />subsequent feedback to the City. <br />The project would require a license agreement between the City and the Minnescta Department of Natural <br />Resources (MN DNR) to cross the Luce Line trail. Permits will be required from Hennepin County and <br />the Minnesota Pollution Control Agency. <br />The construction of the sanitary sewer to serve the Fox Ridge neighborhood is feasible from an <br />engineering standpoint The project is necessary because of the non-conforming septic systems and <br />potential pollution problems. The capital cost as well as operation and maintenance costs have been <br />considered in determining that the project is cost effective. The cost of these improvements are <br />interrelated and should be assigned equitably between all property owners. The following <br />recommendations are presented for consideration by the Orono City Council: <br />1.That this Report be adopted as the guide for installation of sanitary sewer to serve the Fox Ridge <br />neighborhood. <br />2. That the City conduct a legal and fiscal review of the proposed project prior to the public hearing. <br />3.That a public hearing be held on the proposed improvements. The total estimated project cost of <br />$190,000 should be incorporated in the public notice. <br />The total estimated cost of $190,000 for the grinder system includes a 5 percent contingency, a 20 percent <br />allowance for design, inspection, legal, and administration costs, and a S percent allowance for capitalized <br />interest and bonding costs during construction. The cost estimate does not include easement costs that <br />could be incurred on the project. The installation, operation and maintenance of the grinder stations and <br />the connection of the sewer between the property line and the home will be the responsibility of the <br />property owners.
