I <br />I <br />I <br />#2484 WoodhillCC <br />May 5,1999 <br />Page 13 <br />City Engineer’s County Road 15 Traffic Study <br />Bonestroo and Associates is nearing completion of a Traffic Management Study for the segment of <br />CSAH 1 5 (Shoreline Drive) from CSAH 51 (North Shore Drive) to Femdale Road West. This study <br />is for the purpose of analyzing: <br />traffic movement and access from cross streets <br />methods to improve east-west traffic movement that could provide some relief to Co. Rd. 15 <br />the feasibility of providing a frontage road on the north side of 15 between Woodhill Road <br />and Orono Orchard Road <br />the feasibility of signalizing County 15 at North Shore Drive and at Orono Orchard <br />Road <br />One of the conclusions of the draft study is that access to Woodhill Country Club would be vastly <br />improved with the provision of a traffic signal at Orono Orchard Road and the provision of a <br />connection from Orono Orchard Road to the Club. Four concepts for making such a connection <br />were reviewed: <br />a. Frontage road north of railroad tracks , connecting Woodhill Road to Fox Street. <br />Would allow closure of Russell Avenue and Woodhill Road accesses to 15. A <br />successful solution if Orono Orchard /1 5 is signalized; but downsides are high cost <br />and wetland impacts. <br />b. Connect from Woodhill Road to Dickenson Street. Likely high cost due to <br />topographv, plus necessary improvement to Dickenson Street. Requires signal at <br />1 5/Orono Orchard. <br />c. Woodhill Road private road connection to Dickenson. This would connect Dickenson <br />directly to the east-west branch of Woodhill Road that serves a number of private <br />homes. Requires signal at orono Orchard/15. <br />d. Re-open Woodhill Avenue access to Club . This alternative would not allow closure <br />of the existing accesses to 15, but may be least costly of alternatives. Would benefit <br />by signal at Orono Orchard/15. <br />This study also analyzes imd recommends various improvements to Co. Rd. 15 that would assist in <br />making 1 5 less hazardous. Exhibit X. <br />Parsons-Brinckerhoff Traffic Study <br />The traffic study submitted by Woodhill is briefly summarized as follows: <br />1.Trafilc control improvements should be implemented including: <br />a. 20-22' gravel driveway east of existing pavement. <br />b. A gate at west end of Club property to be closed when access not available. <br />c. 10 mph speed limit along access driveway, both ways. <br />d. "No Left Turn" sign for traffic exiting Club driveway onto Woodhill Ave. <br />e. Westbound stop sign...............................
