Development of these areas typically follows a piecemeal pattern as <br />individual properties split into 1-3 units, where lots can accommodate subdivision. 20% of the land (and <br />40% of the identified for future growth) is in the Navarre area; Due to the costs associated with <br />redevelopment, including acquisition of multiple parcels, and the city’s conservative view of public <br />financial aid to private sector development, it is anticipated that this growth will be slow. At build out, additional water storage and/or conservation measures may be <br />necessary in the Navarre area, as described in Chapter 4C of this Plan. <br /> <br />
