Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Engineer’s Report <br />Item Description: Orono Orchards Sanitary Sewer Project Assessment Hearing <br />Assessment Hearing <br />An assessment hearing will be held for this project. The proposed project assessment is $16,000 <br />per unit. This assessment was determined based on the increase in value to the property based <br />on the installation of sewer. <br />Sanitary Sewer Connection Time Limits <br />Resident concern about the assessment amount has been expressed. Residents have questioned <br />if deferral of the assessment or time for connection to the sewer is possible. The only assessment <br />deferral option currently available is the senior citizen deferment. Assessment deferral for other <br />situations is problematic and is probably not a feasible option. <br />The idea of extending the time allowed for connection to the sewer may be easier for the City <br />to accomplish. The current City code requires connection to the sewer within 16 months after <br />installation of the sewer. For the Stubbs Bay sewer project, the required time limit for <br />connection was extended to 5 years for properties that were further from Lake Minnetonka. The <br />Stubbs Bay project was completed before the current 3 foot separation rule rendered many <br />systems nonconforming. <br />With the exception of several totally failing systems, the septic systems in Orono Orchards are <br />nonconforming to the 3 foot separation rule. One idea, would be to allow property owners with <br />nonconforming systems to the 3 foot separation rule, to defer hookup for 5 years similar to the <br />Stubbs Bay sewer project. However, failing systems with surface discharge would be required <br />to connect to sewer within *'0 days. If c/i extension was granted for nonconforming systems, <br />hookup would be required within 90 days if the system failed and surface discharge occurred. <br />If the Council views an extended connection time favorable, there are two options available. The <br />first option would be to allow all properties an extended hookup time. The other option would <br />be to require connection to the sewer within 16 months, unless a hardship exists and Council <br />approval is obtained for an extension. <br />We are requesting Council consideration of the options fo. deadlines for connection to the sewer <br />system.
