Hamm Sewer Request <br />March 19.1999 <br />Page 3 <br />Sewer Unit Determination Policy <br />In 1984 the Council adopted a sewer assessment policy that includes the following method of sewer <br />unit determination for guest houses: <br />"d) Residential properties containing a principal residence and a guest house will be <br />assigned units as follows: <br />1) 2 units if the guest house is detached, if the guest house has 1,000 s.f. of living <br />area or more, and/or if the lot area is at least 1-1/2 times the minimum lot area <br />of the zoning district. <br />2) 1-1/2 units if the guest house is detached, if the guest house has less than <br />1,000 s.f. of living area and if the lot area is less than than 1-1/2 times the <br />minimum lot area of the zoning district. <br />1-1/2 units if the guest house is attached. <br />4) Additional unit assessments shall be due in cash if the property is ever <br />subdivided and less than 2 units were originally assessed. <br />e) Residential properties containing an accessory building to be connected to sewer or <br />water shall be charged only the one unit for the principal residence provided the <br />accessory building does not constitute a guest house or dwelling." <br />Staffs interpretation of this is that because the lot area greatly exceeds the 2-acre minimum, each <br />guest house is assigned one full sewer irnit, for a total of three units on the property. <br />Summary <br />The property meets the following criteria for sewer: <br />contains an existing residence with a failing septic system; <br />is adjacent to a Metro force main and near (although perhaps not strictly adjacent to) <br />the City sewer system; a City project will be required to serve tlie property; and <br />- is adjacent to the MUSA (boundary goes down middle of Orono Orchard Road). <br />However, the property does have one suitable primary drainfield site and one suitable alternate <br />drainfield site large enough to serve the existing 3 dwelling units, and therefore does not meet die <br />requirement of demonstrating that no septic options are available. <br />Applicant notes that use of the viable sites has other negative impacts on the owner’s use and <br />enjoyment of the property. This is the case for many property owners faced with having to replace <br />septic systems. <br />t: <br />4
