S. - Edward Hamm <br />List of Exhibits <br />A - Letter of Request 3-16-99 <br />B - Site Evaluation/Design Excerpts, Site #2 <br />C - Memo and Exhibits of February 19 <br />D - Council Minutes of February 22 <br />Additional Information <br />Bruce Palmer has submitted an updated letter of request and a site evaluation report indicating that <br />the potential drainfield site northeast of the house (south side of the driveway) is usable. There are <br />however, minor technical downsides to use of this site: <br />1.Both primary and alternate systems would have to be 50' from the well. This meets <br />State standards, but not Orono's 75’ requirement. The alternate site has little <br />potential for impacting the well because it slopes away from the well. The west end <br />of the primary site, however, is somewhat uphill from the well, so if system surfacing <br />occurred it could conceivably drain overland toward the well. However, this risk is <br />low and the Septic Inspector will grant this setback variance because this is an <br />existing home. <br />2.The northeast comer of the primary site is less than 20' from the existing main <br />driveway seving the property. Drainage from the driveway might have to be diverted <br />away from the drainfiled. Again, this is an administrative variance that would be <br />granted. <br />There are other downsides as note by Palmer, relating to use of the site: <br />1 . 3 large pine trees will have to be removed to make use of the primary site, <br />2. A portion of a wooded newer-growth buffer area between the house and the road <br />would have to be removed to make use of the alternate site.
