Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Engineer's Report <br />Item Description: Easement for Baldur Park Peninsula Sanitary Sewer Extension <br />At the request of Mr. Fred Puzak on March 8th, the City Council ordered the preparation of a <br />feasibility study for an assessment sanitary sewer project to serve the end of the Baldur Park <br />peninsula. Mr. Puzak lives at the end of the Baldur Park peninsula. Completion of this project <br />will require that the City obtain a utility easement across Mr. William Franklin's proper^. <br />Both, Mr. Puzak and the City of Orono have been unsuccessful in numerous attempts to contact <br />the adjoining property owner, Mr. Bill Franklin regarding this project. He was notified of the <br />Council action ordering a feasibility study, and we have not received any response from him on <br />this issue. Mr. Puzak needs to replace his nonconforming and poorly functioning septic system <br />as soon as possible. To avoid any delays with this project, staff is recommending that we begin <br />the easement acquisition process, so it can run concurrently with the assessment process. <br />I have attached a letter outlining the proposed easement acquisition process that we would like to <br />send to Mr. Franklin. The Council net^s to review this proposed process, compensation, and <br />time schedule for easement acquisition and provide staff with comments regarding this issue. <br />We are requesting Council concurrence with the recommended plan before Mr. Franklin is <br />contacted. <br />COUNCIL ACTION REQUESTED: <br />Approval of the recommended plan for obtaining an easement for the Baldur Park peninsula <br />sanitary sewer extension project and authorization for staff to send letter to property owner <br />regarding obtaining an easement for this project
