SUMMARY OF JANUARY 28, 1999 <br />WORK SESSION <br />Council Goals for 1999 <br />Mayor Jabbour suggested the goals be placed on a time line di\ ided into the four quarters of the year. <br />Kelley suggested the list of goals prepared by the City Administrator includes too many items. The <br />Council needs to focus on two or three key goals that absolutely must be completed during 1999. <br />Jabbour suggested that there are two categories of goals. One category is maintenance goals or <br />things that have to be accomplished to keep the City functioning effectively, A second category is <br />items that will move toward the Council's vision for the City. Each of the Council members may <br />have a particular goal that relates to their vision for the City. <br />Flint suggested that rather then focus on goal setting for a one year time frame, the Council would <br />do better to develop a five year plan. <br />The Council detemiined that the top two goals related to moving toward the Councils vision for the <br />City are the update of the Comprehensive Plan and working with the City of Long Lake to develop <br />a joint vision for the future of the two Cities along the continuum from cooperation to consolidation. <br />This goal encompasses participating with the City of Long Lake in planning for the design and <br />relocation of the Long Lake Fire Station, joint planning related to development and redevelopment <br />along Highway 12, and acquiring additional land to accommodate both Orono's and Long Lake's <br />current and future public works facilities needs. <br />"Maintenance" Goals <br />Flint suggested the City initiate discussions with members of the Minnehaha Creek Watershed <br />District's Board of Managers regarding storm water management, partieularly regarding requirements <br />for NURP Ponds. Flint's concern is (hat small NURP ponds are neither effective nor elTicient in <br />managing water quality. Flint suggested the City review its proposed storm water management plan <br />regarding whether it is too focused on small ponds that arc expensive to build and maintain. <br />Jabbour suggested the City needs to reduce the application work load of the Planning Commission. <br />Jabbour suggested one option would be to provide for administrative variances for minor land use <br />applications. <br />Moorsc indicated a problem that causes a bottleneck at the planning Commission is that some <br />applications are continued several times as the applicant revises the application in an attempt to <br />develop a proposal thet will get a positive Planning Commission recommendation while maximizing <br />the extent of development. This causes three problems. The first is when applications are brought <br />back to the Planning Commission three and four times they clog up the agenda. Secondly, these <br />types of applications tend to turn into a negotiation between the applicant and Planning Commission
