For example, the City Council may wish to consider amending its sign ordinance <br />to control and regulate signage for adult businesses, based on the concept that explicit or <br />inappropriate advertising may create the same types of secondary effects that the businesses <br />themselves generate. Aliio, the City Council may wish to consider licensing adult businesses <br />in addition to zoning them appropriately. Licensing schemes can be tricky to implement and <br />enforce, however, especially in the civil rights area, and may present more risk than reward to <br />tlie City. <br />U8/221S4735 10/8/99
