MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> February 27,2023 <br /> 6:00 o'clock p.m. <br /> The Council reviewed the past formats and schedules for work sessions over the last few years and ideas <br /> for how it would work to confirm the next work session on each Council agenda. <br /> City Attorney Mattick said I'm not trying to weigh in on the pros and cons but like your March 13 <br /> meeting,the gold standard would be for the Council to cancel that meeting,not put that on staff.Now. I'm <br /> not saying staff hasn't ever canceled a meeting because there's no agenda. We've done that.And I think as <br /> long as we put up notices,there's an argument to do it that way. But the gold standard certainly would be <br /> if you guys don't want to meet on March 13,that would come from the Council. <br /> Benson said her concern is that Council is going to just decide to cancel work session after work session. <br /> I'm just saying it again,this is staff's opportunity every two weeks to have Council together to work out <br /> issues,to provide education,whatever it is. We're reducing that ability for staff to be in communication <br /> with a quorum of the Council.And that's where my issue comes in is that I don't appreciate feeling <br /> rushed.And I don't know anyone does. So I just want to ensure that if we're having a work session,that <br /> it's not like, well, we could probably do that in 10 minutes,when that is an opportunity to engage and ask <br /> questions, because again,that's the only time we're able to be together. I'm just not interested in whittling <br /> away at the ability of the Council in a forum with staff to be able to talk about issues and not feel rushed. <br /> That's important to me. <br /> Seals asked is it fair to say this would be a running agenda item?Adam can say this is an important topic, <br /> we need this amount of time. I'm comfortable with it. It helps me to know what is coming. <br /> Johnson moved,Walsh seconded,to cancel the March 13 City Council Work Session.VOTE: Ayes <br /> 4,Nays 0. <br /> ADJOURNMENT <br /> Walsh moved,Johnson seconded,to adjourn the meeting at 8:57 p.m.VOTE: Ayes 4,Nays 0. <br /> A TEST: LE <br /> Anna Carlson, City Clerk Dennis Walsh,Mayor <br /> Page 22 of 22 <br />
