r <br />3.Trail easements shall be created along Willow Drive and County Road 6 for connection to <br />regional trail systems. The survey shows a proposed trail through the property. Another trail <br />has been proposed to connect the neighborhood to the school property to the west. <br />Park Dedication Fee <br />8% of the land value, to be determined by the City Assessor, will be required for Park Dedication <br />Fee. The City of Orono has established a minimum park dedication fee per lot of $2,900 and a <br />maximum of $4,900 per lot. <br />Drainage <br />The City Engineer has stated the property will require regrading throughout the site due to water <br />table issues. Stormwater ponding will also be required. The applicants shall be advised permits may <br />be required for grading and the construction of stormwater treatment ponds. <br />Sanitary Sewer and Municipal Water Connection <br />The property is located within the MUSA boundary allowing for sanitary sewer connection. The <br />developer will be responsible for providing sewer and water to the site. The sewer is located along <br />Highway 12 and will be installed along Willow Drive to the development. Estimates are sewer and <br />water connection to be approximately $9,250 per unit, not including the construction cost. <br />Easements along the streets may not be required for the public utilities if the roads are developed as <br />public streets. <br />Issues for discussion <br />1.Rezoning the property will be required to develop at a one unit per acre density. The number <br />of units available would be determined following a wetland delineation on the property. <br />Further proposals shall defme dry buildable vs. land dedicated to wetlands, right-of-way, <br />ponding, trail easement and open space. <br />2. <br />3. <br />Should the development density include land dedicated for purposes other than open space? <br />Park dedication fee shall be equivalent to 8% of the value of the lot with a maximum of <br />$4,900 per lot or a minimum of $2,900 per lot. The Code does address land dedication for <br />park space rather than a cash contribution.
