Van Zomeren <br />City Planner/Zoning Administrator <br />City of Orono <br />Post Office Box 66 <br />Crystal Bay, MN 55323 <br />Re: Mike Hilbelink Subdivision <br />File No : 139-2449 <br />Dear Ms. Van Zomeren: <br />Thank you for your letters of December 23, 1998 and January 5, <br />1999, regarding the px'opused pteliminaxy plat for 3020 Watertown <br />Road. In short, we are opposed to the subdivision and development <br />of 3020 Watertown Road as it pertains to the use of Crystal Creek <br />Road to provide access to the two northern-most lots. <br />We oppose the use of Crystal Creek Road to gain access to the <br />two northern-most lots of the proposed subdivision based on safety <br />and financial concerns. Upon review of the report of Bonestroo <br />Rosene Anderlik & Associates, the proposed subdivision would extend <br />Crystal Creek Road to 1530 feet, which far exceeds the 1000 foot <br />maximum length of a cul-de-sac allowed by City code. In addition. <br />Crystal Creek Road, when extended, would then serve 14 properties, <br />which again exceeds the maximum number '.10) of properties to be <br />served by a cul-de-sac. Vie believe the service of these tv;o lots <br />from Crystal Creed Road would undesireably increase the amount of <br />traffic present on the road. Fuxthermore, in view that the two <br />proposed lots are located at the end of the cul-de-sac, traffic to <br />and from these lots would naturally be at increased speeds since <br />the drivers must travel the entire length of the road in order to <br />reach either their residences or the outlet to Watertown Road. <br />Increased traffic speed traffic on Crystal Creek Road is <br />particularly troublesome in view of the steep hill located at the <br />outlet to Watertown Road that must be de.scended in order to exit <br />Crystal Creek Road. For instance, all school age children are <br />picked up and dropped off at the outlet or the cul-de-sac. If <br />traction on the road is inadequate, for example, due to snow or <br />ice, the safety of the children can be compromised if a driver is <br />u.'.Aole to stop in time. Vehicles traveling faster on the road are <br />i:;ularly at risk.
