No. of Parking Stalls: Community Centers, Physical Cultural Studios and Museums require the <br />following parking standards: <br />Ten spaces plus one for each 300 square feet of floor area in excess of 2,000 <br />square feet of floor space in the principal structure. <br />The Arts Center has calculated the usable floor area as 21,192 square feet. <br />21,192 s.f. - 2,000 s.f. = 19,193 s.f./300 s.f. = 64 + 10 = 7.4 §P3cg§ <br />The site plan indicates only 72 spaces. The final plan set should indicate <br />a total of 74 spaces. <br />Signage Allowance 12 s.f. per surface 192 s.f <br />MCA letters on cooling tower are 8* X 24* in size. <br />* A signage variance would be required for this <br />sign. No other signs have been noted. <br />II. Construction Schedule <br />The new facility is proposed to be constructed north of the existing building beginning in 2001 . The <br />following year, upon completion of the new Arts Center, the old building would be removed. During <br />construction, the existing building would remain in use until the new building is complete. <br />The construction entrance is tentatively proposed to come from the east side at an entrance to access <br />Briar Street. Staff has concerns with the construction traffic using a smaller residential street. It <br />would be advisable to redirect all construction traffic to the south entrance to access North Shore <br />Drive. <br />111. Curb Cuts. Driveways. Parking Areas <br />The existing entrance is a horseshoe with two access points on North Shore Drive. The access points <br />will be removed and each shifted outward towards the property lines, as shown on the site plan. The <br />parking areas and driveways do meet minimum setbacks to the property lines. <br />The Arts Center has proposed a crushed rock aggregate material rather than black top for the parking <br />lots. They have stated they would prefer to use the rock material for aesthetic purposes rather than <br />the traditional bituminous surface. Bituminous surface lots would allow for striping and would <br />require far less maintenance. Zoning Code Section 10.61, Subdivision 9 (D) requires the lots to be <br />“surfaced with material to control dust and drainage”. Staff believes that bituminous surfacing is <br />most appropriate for this use. <br />IV. Grading/Drainaee <br />A stormwater management pond is shown on the plans and would be located over the northwest <br />comer of the property. Final design and rate calculations should be provided for review by the City. <br />No outlet for the pond has been shown on the plans.
